Journalist Bill Moyers recently wrote, "It is an accomplishment of politics and culture. It is not just what happens; it is what we make happen." In some ways, to suggest that we must "get" political is inaccurate, since we always are. Making Polluters Pay - Wednesday, March 31, 2010

            Senator Nelson introduced S. 3125, the Superfund Polluter Pays Act on March 16. The legislation seeks to renew the “polluter pays” principle of Superfund by reinstating excise taxes on crude oil and petroleum products, certain hazardous chemicals, and imported substances that are manufactured with hazardous chemicals. 

 

            The original Superfund law was signed by President Carter in 1980, and began as a program under President Reagan in 1981.  But a key funding mechanism, which required producers of toxic materials to pay into an account for cleanup of those materials, expired in the mid-1990s.  Since then, the taxpayer has been left to pay over a billion a year for cleanups—an amount insufficient to force responsible parties to clean up or take over sites that are abandoned by bankruptcy.

 

            In Florida, there are 52 Superfund sites and about 13 other locations that are polluted enough for Superfund status.  The bill adjusts the excise tax rates for inflation—for the first time since the 1980s--and establishes an annual inflation adjustment going forward. President Obama proposed reinstating the Superfund in his budget request last year. The bill has been referred to the Finance Committee, which Nelson serves on.

Proposed Legislation Makes SEL a National Priority

US Representatives Dale E. Kildee (D-MI), Judy Biggert (R-IL), and Tim Ryan (D-OH) recently introduced the Academic, Social, and Emotional Learning Act (HR 4223), landmark federal legislation that would help make evidence-based social and emotional learning part of every child's education. 

Congressman Kildee announced the bill at last month's CASEL Forum in Washington, DC, where 100 education, research, and policy leaders met to begin framing a national SEL strategy. Kildee, chair of the House Subcommittee on Early Childhood, Elementary and Secondary Education, drafted the bill and is working with co-sponsors Biggert and Ryan to build bipartisan support.

"This legislation is a game-changer," said Timothy P. Shriver, chair of CASEL's board of directors. "Social and emotional learning can be truly transformative for children and schools. We're so grateful to Representatives Kildee, Ryan, and Biggert for their leadership in scaling up and integrating what we know works into our education systems."
